How to register a short-term rental in Portugal
Registering a short-term rental in Portugal is a prior notification filed at the Balcão Único Eletrónico, which issues the RNAL number immediately. The council then has 60 days to object, or 90 days in a containment zone. Since Decree-Law 76/2024 the registration has no expiry date.
It is the first obligation of all, and the one every other obligation hangs on. Without a registration number there is no valid insurance, no guest reporting, and no listing that survives on a platform.
How does registration actually work?
Through a prior notification with a deadline, filed at the Balcão Único Eletrónico on the Balcão do Empreendedor portal. It is not a licence application: it is a notification addressed to the council where the property sits, which immediately issues a number in the Registo Nacional de Alojamento Local (RNAL).
That number is the operating title. It must appear on the listing, on the identification plate and across the paperwork of the activity.
How long can the council object?
The registration takes effect from the notification, but it is not settled on day one: the council has a window in which to object.

In practice, that means do not make irreversible commercial commitments before the window has run. A calendar open to non-refundable bookings a fortnight out is a risk taken, not a fact settled.
What do you need to gather?
Three blocks:
- The property: land-registry identification and a title permitting the use, plus the occupancy permit where it applies.
- The holder: the owner or operator's identity, and the chosen category — house, apartment, guest establishment or rooms.
- Compliance: the mandatory public liability insurance and the property's operating requirements.
Public liability insurance, minimum cover €75,000, is no longer a formality filed in a drawer: the policy must be uploaded to the portal, and its absence is grounds for cancelling the registration. See Mandatory insurance.
What Decree-Law 76/2024 changed
It is the sixth amendment to Decree-Law 128/2014 and has been in force since 1 November 2024. It repealed the most restrictive measures of the Mais Habitação programme, with two effects that change an investor's arithmetic:
- Registration now runs indefinitely. The compulsory five-yearly review is gone.
- The registration number follows the property on transfer of ownership, with no fresh notification.
The second point is what holds up the entire Lisbon market today. The municipality issues no new licences, but a property that already holds a valid registration can change hands without losing the ability to operate. That is the difference between a closed market and a resale market.
Where registration is impossible
In containment zones, where the municipality has suspended new registrations, and in municipalities that have closed entirely. Lisbon issues no new licences at all, and six of its twenty-four parishes are containment zones.

On the south bank the picture is different. None of the municipalities we serve is closed to new registrations, and most charge no tourist tax at all. That is why the yield calculation for a two-bedroom in Barreiro or Seixal starts from a different base than Lisbon's.
Once you have the number
Three obligations start on the day the registration takes effect:
- Public liability insurance active and uploaded to the portal.
- Guest reporting to the authorities within the legal deadline. See Guest reporting.

What it costs to actually run
Registration itself is not the cost that matters. What weighs comes afterwards: insurance, the mandatory equipment, and above all the work of every turnover. Our pricing is public and the calculator works out the monthly cost from property type and number of turnovers, sending no data anywhere.
Frequently asked questions
Is this a licence, or is a notification enough?
It is not a licence: it is a prior notification with a deadline. You file it at the Balcão Único Eletrónico and the registration number is issued straight away. What the council can do is object within the legal window, which is why the registration is not settled on day one.
Does the registration expire after five years?
Not any more. The five-yearly review introduced by the Mais Habitação programme was repealed by Decree-Law 76/2024, in force since 1 November 2024. Registration now runs indefinitely, which is what made the investment case predictable again.
If I buy a property that already holds a registration, do I start over?
No. Since Decree-Law 76/2024 the registration number follows the property when ownership transfers, with no fresh notification. That rule is what makes buying in Lisbon possible at all, since no new registrations are created there. Have its status checked before completion.
