Containment zones in Portugal: where, and what changes
A containment zone suspends or limits new short-term rental registrations within a perimeter set by the municipality. Lisbon is closed to new registrations, with six of its twenty-four parishes in containment. South of the Tagus no containment is in force, but Almada is drafting its own regulation.
This is the variable that can change a property's value overnight, and almost nobody checks it before buying. This guide sets out the position municipality by municipality.
What exactly is a containment zone?
A perimeter set by a municipality where the issuing of new short-term rental registrations is suspended or limited. The stated aim is to slow the pressure of short-term rental on the housing stock.
Two practical consequences, very different from each other:
- If you already hold a registration: nothing changes. A registration issued before containment remains valid.
- If you want to create one: it becomes impossible inside the perimeter. The market turns into a takeover market — you buy a property that already has a registration rather than creating one.
Lisbon: closed
Lisbon is the country's extreme case. Zero new licences issued, six of twenty-four parishes in containment, and roughly 6,765 registrations cancelled for missing proof of insurance.
The two points are not the same thing, and separating them is worth the effort:

No containment in force as at this guide's date. But the framework is moving, unevenly from one municipality to the next.

The reading is simple: municipalities with established tourist markets are moving, residential ones are not. Almada is the one to watch, and Costa da Caparica in particular.
What to check before buying
In this order, and before signing:
- The property's registration status. Does it exist? In whose name? Is it active on the Registo Nacional de Turismo?
- The municipal regulation, on the council website and in the Diário da República. A regulation published three months ago will not appear in general guides.
- Whether containment applies in the exact parish, not the locality: the boundaries are municipal and parish-level.
- The building's rules, which can prohibit the activity regardless of what the municipality allows.
- Proof of insurance, if the registration already exists: it is the number one cause of cancellation.
If containment arrives
If a containment regulation is published in your municipality after your registration was issued, that registration stands. What changes is the value of the asset: a property with a valid registration in an area closed to new ones is worth more, not less, because supply stops growing.
That is exactly what happened in Lisbon, and it is why the market there became a takeover market.

Almada has passed 1,700 registrations and has named Costa da Caparica as the area under greatest pressure, in a regulation still being drafted. Nothing is in force as at this guide's date. It is the south-bank area to watch most closely.
