The buildings are old and often have no lift, the Chiado streets climb steeply, and Baixa restricts vehicle access and deliveries. I live abroad. Can I buy a flat in Baixa and register it?

You can buy it; you cannot register it. Lisbon is closed to new registrations and several central parishes are containment zones. You need a property that already carries a valid registration, and you should have that status and the insurance certificate checked before completion.

Airbnb already collects the tourist tax. Is anything still required of me?

Yes. Automatic collection does not replace the monthly return to the city council, due by the 25th of the following month and owed by the holder of the registration. It is the single most common omission among non-resident owners, and it is penalised on inspection.

Why do turnovers take longer here than elsewhere?

Buildings without lifts, the steep climb in Chiado, and vehicle and delivery restrictions in Baixa. Linen and supplies go up by hand. That does not change the price, which is the same across our coverage, but every high-season Saturday has to be planned well in advance.
